Why Boulder’s Middle-Income Households Can’t Afford to Buy — Even with Help

\n\n

\n Boulder’s housing market continues to price out middle-income earners, despite the city's effort to provide support through its Middle-Income Down Payment Assistance (MIDPA) Pilot Program. This one-pager explains the core challenges.\n

\n\n \n \n

Affordability Gap: Income vs. Mortgage Potential

\n A household earning the top end of the MIDPA eligibility range — about $124,000/year — typically qualifies for a mortgage of roughly $450,000–$500,000. Yet Boulder’s median home price is $1.1 million (Redfin, 2025). Even with the program’s maximum $200,000 assistance, buyers are left needing a mortgage of ~$900,000 — well beyond what most middle-income families can realistically qualify for.\n

MIDPA Program Limitations

Limited Funding: The program was launched as a small pilot in 2023 with no indication of significant expansion. Only one household successfully purchased a home in its first year. (Boulder Reporting Lab)
Deed Restrictions: Participating homes are permanently deed-restricted, limiting resale value and discouraging buyers seeking to build equity.
Lack of Eligible Inventory: Few homes in Boulder fall within MIDPA’s price limits, and competition from cash buyers is intense.
Loan Mismatch: Even with assistance, the financial gap between what buyers can borrow and what homes cost remains substantial.

Program Impact

\n The MIDPA program helps on paper, but in practice, it’s underfunded, undersized, and poorly aligned with Boulder’s actual housing prices. Without deeper subsidies, zoning reform, or a broader supply of middle-income housing, most eligible buyers are still locked out of homeownership.\n
