Read actions stay inside the connected workspace. Actions that can change data say so explicitly, and campaign sends use a prepare-then-confirm flow that shows the intended audience and estimated recipient count before real email is queued. Depending on the studio's Reach settings, a committed send may also wait for human approval inside Reach.
